PABNA ADMIN SHAKE-UP-2 more officials made OSDs

The government on Thursday further reshuffled the Pabna district administration, withdrawing two more officials to the establishment ministry as officers on special duty.
   Additional deputy commissioners in Pabna Bijoy Bhushan Paul and Imamuddin Kabir have been made officers on special duty, according to an official order of the establishment ministry.
   Meherpur additional deputy commissioner Md Abdur Rouf and Kadirabad cantonment board’s executive officer Md Sajedul Islam have been sent to Pabna as additional deputy commissioners.
   Earlier on Tuesday, Pabna deputy commissioner AFM Monjur Kadir and superintendent of police Zamil Ahmed were withdrawn a day after the prime minister’s adviser on administrative affairs HT Imam and state minister for home Shamsul Haque had a meeting with officials of the district administration.
   Pabna hit the headlines after the government officials there had voiced protest against the recent attacks by ruling party activists on the public servants at the DC office.
   Pabna sadar upazila nirhabi officer Abdul Halim on Monday was transferred to Monpura of Bhola in a first measure since activists of the Awami League on September 17 went on a rampage forcing the administration to postpone the examination for recruitment of employees in the deputy commissioner’s office.
   The deputy commissioner of Pabna and other officials of the field administration on September 23 expressed their helplessness at a meeting with the civil society members after the attack, prompting HT Imam and Shamsul Haque to visit Pabna 10 days after the incident, which has created indignation in the civil bureaucracy.
   HT Imam warned the field officials of departmental proceedings for violating service rules and tarnishing the image of the government, according to officials.
   He said that the officials could not express helplessness in public in any situation.
   The establishment ministry is reportedly going to initiate departmental proceedings against the Pabna deputy commissioner for holding the meeting with the civil society members including journalists.
   Establishment secretary Iqbal Mahmood has, however, termed the transfers as routine activities of the administration.
   Meanwhile, sense of insecurity has taken hold of local administrations due to ‘undue pressure from ruling party activists’ in almost every district and the government’s apparent indifference to their concerns as well, officials have said.
   Many deputy commissioners and upazila nirbahi officers have already expressed their worries to the higher authorities for interference by the leaders of Awami League and its associate bodies in the function of local administrations.
